Year 2011 become a huge success for Tele2 Kazakhstan with many challenges the company had to withstand. One of them was and still is a conquering of a local market accompanied with an enormous growth of subscribers’ base which rose new demands to hardware and software performance we used.
To handle projected amount of mobile internet traffic a new GGSN has been deployed within our network. Unfortunately, it proved unable to interact seamlessly with our existing OCS (Online Charging System) and had pure fail-over functionality jeopardizing our plans.
CBOSS has offered us CBOSSip::DIAMETER-translator option as a solution for mentioned problems.
Thanks to CBOSSip::DIAMETER-translator we were able to launch new GGSN in production, integrate it into our existing IT environment according to plans and deliver high speed and quality mobile internet services to our subscribers serving best their needs.
Acknowledging success of using CBOSSip::DIAMETER-translator option and its potential we have plans to use it also for services not related to mobile internet access in nearest future exploiting flexibility, performance and scalability it provides.

We would like to point out the high professionalism, responsibility and involvement of the CBOSS project team managed by Mr.Ruslan Dudov, and other CBOSS employees, namely Mr. Konstantin Gusev, technical support coordinator, and Ms. Olga Radochinskaya, account manager:
- In June, upon analyzing the initial requirements, CBOSS proposed and began implementing a flexible system solution. It allowed the engineers to avoid discarding some of the developed functionalities when the requirements changed at the end of July, and use the preliminary work to meet the new requirements that favorably affected the project term and the cost of the option for Scartel Ltd.
- CBOSS employees took an active stand while working out the implementation variant compliant with the July changes in the requirements. This enabled broader use of the CBOSS technology in the functionality of settlements with Yota 4G rate plan subscribers, which resulted in reducing the risk of failure to meet Yota 4G rate plan launch deadline due to CBOSS – BIS integration issues.
- CBOSS timely prepared the Project Concept and description of the solution within the Detailed Design thus providing the involved persons with clear, unambiguous notion of the new functionality operating specifics.
- CBOSS reached all milestones in line with the schedule. The declared functionality was implemented to meet Scartel’s requirements, Project Concept and Detailed Design.
- Since Scartel Ltd. scheduled the commercial launch, including setup and configuration of the CBOSS solution on the production database, for the period from October 17, 11 p.m. through October 18, 12:00 a.m., CBOSS engineers made every effort to perform the work required for the launch, which included optimization of the migration script for the subscribers with previous tariffs of Yota Year, Yota Half Year and Yota Light to the new tariffs, in the shortest time possible.
- CBOSS provided active support for the commercial launch of Yota 4G rate plans. A work schedule for setup and configuration of the CBOSS solution was drawn up. The schedule did not require participation of CBOSS engineers in the launch work at night hour. Nevertheless, CBOSS engineers performed the configuration, monitored the setup and configuration of the functionality, solved immediate issues and consulted Scartel employees during the launch period from October 17, 11 p.m. through October 18, 12:00 a.m. Active assistance of CBOSS ensured successful and timely commercial launch of Yota 4G rate plans, as well as compliance with the quality of the new service requirements.

The entire implementation was performed without service interruption allowing the company’s subscribers to consume services with high quality. Mobile Telecom Service LLP selected the CBOSS solutions to get a comprehensive and integrated rating system for the entire range of telecom services. It also aimed to integrate content billing (the CBOSSip solution option) in its data services. As a result of the end-to-end implementation of the CBOSS products, the company now offers its subscribers a wider range of new services and the enhanced stability and reliability of the existing ones. The company’s subscribers can now carry out service management on their own.
The CBOSS solutions-based centralized billing and rating system of prepaid telecom services ensures effective operation of the company under dynamic extension of its subscriber base. The CBOSSip::Content Prepaid Billing and CBOSSip::Content Postpaid Billing options based on the DPI (Deep Packet Inspection) technology provide for differentiated accounting of subscriber Internet traffic depending on its type and URL resources and on whether the subscriber is in roaming. Integrated technical support provided by CBOSS for the implemented solutions ensures continuity of service for the subscribers and a high quality of data services.
In March 2010, Mobile Telecom Service LLP was acquired by the European telecommunications operator TELE2. From April 24, 2011, Mobile Telecom Service LLP started providing services under the TELE2 brand. The CBOSS solutions implemented in 2008 ensured fast and effective rebranding.
Evaluating the prospects of its business development, the TELE2 expects to further expand and enhance its cooperation with CBOSS. The subscriber base keeps growing and new projects are ahead. In the period from August 2009 to December 2010, the CBOSS implementation team was carrying out work on the implementation of the CBOSSbcc Billing and Customer Care System at the Central Switching Station (CSS) of JSC “Russian Railways”. During this period, they launched the system for the subscribers of the CSS that provides services to the customers of the central offices and those in Moscow. This covered all 17 central switching offices ranging from Kaliningrad to Sakhalin. In addition, the CBOSSbcc system was integrated with the ERP system of the CSS RZD.

With CBOSSsms open interface, our subscribers will get connected soon to a full range of new value-added SMS services. Open architecture of the system combined with rich functionalities turned out obviously to be one of the major arguments in favor to the SMSC preferred. We are very happy with our new system.

This significance is demonstrated by a big part of participants representing different regions.

He is capable to fulfill his job precisely with very high quality in frames of the main part of our agreement.
