Multi-level Access Control

The CBOSS Corporation proprietary Multi-level Access Control technology allows eliminating fraud and reducing debts for advance and credit contracted customers. On low balance, the system automatically blocks access to the most expensive services (e.g. international roaming). Other services (SMS, voice mail, etc.) remain available, but are blocked one by one as the balance gradually decreases. As soon as the account is recharged, access is automatically restored.

System Operation

Access blocking can be multi-level, i.e. from zero blocking when all services are avail-able to top blocking with only the minimum service set available (e.g. IVR and customer care). A set of blocked services is assigned to each suspension level, and each service can belong to one level only.
This technology is based on the sequential service blocking principle, i.e. the subscriber has access to services, which are assigned to the suspension level higher than the current one.

As the suspension level goes up, the services are blocked on the switch. As the blocked services are actually not provided, service rating can be specially adjusted.

Functionalities

  • Blocking/allowing the services
Services are blocked automatically with a short technological delay. The operator can manually raise the blocking level, if necessary.
Services are allowed automatically upon payment registration (promised pay-ment, scratch card, cash payment, etc.).
  • Notifications
As the balance approaches the next suspension threshold, the subscriber receives an automatic notification. The system advises to recharge the account and lists the services that will soon be blocked. Moreover, it is possible to specify the recom-mended payment amount.
  • Configurations of the automatic blocking subsystem
The system allows configuring the number of suspension levels, corresponding balance thresholds, and assign services to each blocking level. The blocking and activation thresholds for one service may differ.
Moreover, blocking configurations at each level can be customized for different reliability categories. Subscribers with different categories can have various suspension levels, sets of blocked services, etc.
  • Configurations of the automatic notification subsystem
Notification parameters are configurable, i.e. you can select the notification channel (SMS, email, voice, etc.), events that require notification (approaching suspension thresholds, cancelled suspension), determine the notification contents (list of blocked services, recommended payment amount).

Integration

The integration with CBOSSacc, CBOSSvfmail, CBOSSics и CBOSSsms allows automatic notifications of the approaching suspension threshold, blocked ser-vices, etc.
CBOSSacc allows notifying the subscriber by a call, CBOSSvfmail provides a voice mailbox, CBOSSics notifies through e-mails, while CBOSSsms allows SMS notifications.
Automatic suspension notifications have proved to be an effective leverage over subscribers.

Benefits

  • Reduced financial risks
As only the cheapest services (SMS, local telephony, etc.) are available at the low account balance, the system is able to prevent the fraudulent service usage. This allows to minimize subscriber debt and block non-payers without the use of conventional prepaid systems.
  • System transparency
Notifications of the available/blocked services and account balance prevent any misunderstanding that may occur in case subscribers try to use the blocked service.
